Ottawa, November 4, 2025 Over 100 Canadian NGOs, led by Cooperation Canada and the Canadian Partnership for Women and Children’s Health (CanWaCH), are expressing deep concern over the federal government’s decision to reduce Canada’s International Assistance Envelope by $2.7 billion over four years, as announced in Budget 2025.
The coalition warns that this rollback breaks a campaign promise made by Prime Minister Carney and represents a retreat from Canada’s global commitments at a time of rising global instability, human rights threats, and deepening climate and humanitarian crises.

“Any reductions to global health investments will have devastating consequences for women and children, while threatening the health, security, and prosperity of Canadians,” added Charmaine Crockett, Interim CEO of CanWaCH.
The organizations emphasize that International assistance strengthens Canada’s own security, prosperity, and global influence, and that returning funding to pre-pandemic levels undermines progress made in global health and development.
Both Cooperation Canada and CanWaCH reaffirm their commitment to constructively engage with the government and advocate for Canada to maintain its global leadership and meet its commitments to the world’s most vulnerable.
